As I have found out, it actually depends more on when you will be visiting. It appears just about all the hotels in HK are very efficient at pricing their rates at different times of the year. They all likely look at the same convention calendar and estimates of visitors arriving for each plus other factors such as holidays and other special events.
Consider the Salisbury YMCA. It is an excellent hotel, well situated and rooms costing approx. 拢50 to 拢80 according to season and view.
